Since it's a skin problem, it's best to see a dermatologist, unless your insurance plan requires you to see your regular doctor first, for a referral to a specialist. The majority of the time, a regular doctor won't know what it is.
You need to go to your regular doc first have him check it out and if it really bothers you he/she could send you to have it removed by laser.
If you are in the UK you will have to see your GP first. He / she will take a look at it and if they are concerned may refer you to a dematologist or they may treat it themselves if they think it needs treating.
